For this particular role, the Pinal County Superior Court is looking for their next Rockstar Director of Human Resources – Superior Court.

  • At-Will: This position is not covered under the Judicial Merit System. Incumbents in this position serve at the pleasure of their respective Appointing Authority. The employment relationship of incumbents in this position is “at will”; the employee may be terminated at any time, for any reason, with or without cause.
  • Applicant Screening: The first departmental screening of applications will occur approximately two weeks from the posting date. Subsequent screenings will occur each week thereafter.


Under the direct supervision of the Court Administrator, directs the planning, organizing, integration and delivery of comprehensive Court-wide human resources management programs in alignment with the Court’s strategic human resources goals. Provides expert professional assistance and guidance to Court management in areas of assigned responsibility; consults and partners with Court administrators, judicial officers, managers and employees at all levels to achieve Court-wide goals and objectives.

Example of Duties


  • Assists the court administrator with the administration of the daily operations of the Superior Court; monitors and ensures that court programs achieve established goals and objectives and operate effectively.
  • Supervises and manages activities related to the human resources division of the Superior Court; develops goals for the unit; responsible for oversight and approval of staff’s work product; provides leadership and manages staff.
  • Directs and evaluates the performance of human resources division staff; establishes performance requirements and personal development targets and provides coaching for performance improvement and development; takes disciplinary action up to and including termination to address performance deficiencies in accordance with Court human resources policies and/or agreements.
  • Works with managers to develop and retain highly competent, service-oriented staff through highly competitive selection, compensation, training and day-to-day management practices that support the Court’s and division’s mission, objectives and service expectations; provides leadership and participates in programs and activities that promote a positive employee relations environment.
  • May assist the Court Administrator and judges in the preparation and implementation of court rules, policies and procedures.
  • Consults with division directors/managers on administrative problems and assists in developing and implementing improvements; participates in problem solving and makes decisions within the scope of authority.
  • Conducts research, collects, compiles, and analyzes statistical data pertaining to the court and submits periodic reports to the Court Administrator and/or Presiding Judge.
  • Provides leadership in the development and execution of the division’s vision, mission and strategic plan for the Court’s human resources function ensuring alignment with the Court’s broader organizational and operational goals; directs development, implementation, and administration of assigned comprehensive programs, policies, guidelines, procedures, and practices, consistent with Court provisions, state and federal legal requirements, and sound professional principles and practices.
  • Serves as an internal consultant and advisor to Court management and judicial officers regarding strategies and initiatives within an assigned area; partners with other divisions to identify and facilitate division process improvements. Formulates and recommends changes and resource management strategies for improvements in the administration of the court.
  • Directs outreach recruitment, including mentoring and internship programs; directs testing and selection activities to fill Court positions; directs development and administration of court performance evaluation policies, programs and practices; develops and administers equal employment and diversity programs; directs the investigation and resolution of discrimination and other complaints; responds to EEOC, ADOSH and other regulatory claims; may assist in representation for the court in hearings and litigation on employment matters.
  • Directs the development and administration of Court leave programs, including leaves under the Family and Medical Leave Act.
  • Collaborates with other public and private sector professionals on a variety of issues; represents the Court in meetings with community and business organizations, county and state officials and legislators and other agencies, as assigned; participates on the Court’s behalf in meetings with professional organizations;
  • Monitors developments in areas of responsibilities; directs or conducts research and analysis of assigned area requirements, needs and issues.

  • Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
  • Perform other related duties as required.

Minimum Requirements


  • Bachelor’s Degree in Business or Public Administration, HR, Organizational Management or related.
  • Seven (7) years of professional human resources experience consulting with department heads or other executive staff preferable within the court system or government agency, including one (1) year in a lead or supervisory capacity.
  • Or any equivalent combination of education, training or experience that provides the required knowledge, skills and abilities is qualifying.

  • Ability to develop and execute strategic objectives and supporting work plans and make sound recommendations on complex management issues for assigned areas of responsibility.
  • Ability to analyze and make sound recommendations on complex management and administrative issues.
  • Ability to exercise sound, expert independent judgments within general policy guidelines.
  • Ability to understand the business needs of multiple customers and balance fulfillment of those needs with considerations of broader organizational, business, legal and community issues and requirements.

  • Ability to evaluate division management practices and make sound recommendations for improvement; develop and implement appropriate procedures and controls. Prepare clear, concise, and comprehensive correspondence, reports, studies, and other written materials.
  • Ability to exercise tact and diplomacy in dealing with sensitive, complex, and confidential issues and situations.
  • Ability to establish and maintain effective working relationships with judicial officers, Court and County employees, supervisors, staff, union representatives, representatives of other governmental agencies members of the public and others encountered in the course of work.


Independent body mobility to stand, walk, bend, and sit for prolonged periods of time and drive a vehicle. Manual dexterity to reach, and grasp; manual dexterity to handwrite or use computer keyboard; vision sufficient to see/read; hear and speak to communicate with customers in person and over the phone. May be required to lift up to 20 lbs.


Position is in an indoor office setting. Will be required to travel throughout the County and to Phoenix.

Expected salary: $71604 – 114566 per year
