The Registrar of Voters is recruiting for Recurrent Office Specialists who perform administrative clerical support work involving a variety of complex and/or specialized departmental programs and services. Office Specialists may interview, explain, counsel, advise, or assist employees, clients, candidates, voters, or the general public regarding policies, procedures, practices, and local, state, and federal regulations; interpret and apply technical and procedural information; and research, process, review, and audit a variety of transactions, documents, and records.

The San Bernardino County Registrar of Voters is responsible for all aspects of the election process for the County’s residents. The Registrar of Voters administers all local, state, and federal elections in the County of San Bernardino, including the management of voting systems, the employment and training of poll workers, election ballot processing, and vote tallying.

The Registrar of Voters performs all voter registration functions, including the storage and maintenance of voter registration records; and provides voting-related services to voters, elected officials, campaign groups, and other voting interests. The Registrar of Voters also conducts an extensive community outreach and education program, making speakers available to community groups and organizations.

Conducting elections is both exciting and challenging. Attention to detail is critical, and working as a team is vital to accomplishing successful elections. Permanent staff, temporary staff, and volunteers assist in the variety of complex tasks required to conduct elections. Work Schedule: During peak election periods, staff are sometimes required to work a significant amount of overtime. Overtime can include evenings, weekends (both Saturdays and Sundays), and early morning/late night hours on election day/night.

Travel: Travel throughout the County is required. Employees will be required to make provision for transportation. At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.

Background: Prior to appointment, candidate must go through a background investigation which includes fingerprints and a medical exam.

Recurrent Position: This position is considered a Recurrent position. Recurrent positions are considered Unclassified and do not obtain regular status.

Minimum Requirements

Experience: Two (2) years full-time experience performing complex clerical tasks in an office environment. Experience must be comparable to duties performed by a clerical lead worker and/or supervisor, fiscal assistant, or other office work which is non-routine in nature and requires exercising independent decision making.

Experience must be clearly described on the application and must include performing a variety of clerical tasks including public contact and computer usage.

Qualifying experience is typically equivalent to the San Bernardino County Office Assistant III classification and above.

Note: Retail sales and food service experience is not qualifying.

Desired Qualifications

The ideal candidate will have lead worker experience in an election environment, and possess proficient computer skills using standard office programs, including MS excel, MS access, MS Outlook, and MS Vizio. This candidate will have strong oral and written communication skills with an emphasis on customer service. This candidate will be detail oriented, able to work independently using provided resources, as well as be able to think critically and analyze process, data, and other information pertinent to the functioning of the department.
